The 4-Step Clinton County Records Pathway

1
Step 1 — Start at the Clinton County clerk/courthouse
For most local records (court cases, property deeds, marriage licenses), the Clinton County clerk's office is the first stop.
2
Step 2 — Use the Iowa statewide systems
Criminal background, court case search, voter registration, and professional licensing are all run at the Iowa state level — not by the county.
3
Step 3 — Federal sources for federal records
Federal court cases (PACER), federal tax liens (IRS), military records (NPRC), and immigration data (ICE) are all federal — not held by the county.
4
Step 4 — Cross-check before relying on data
Most county portals lag 24-48 hours behind the courthouse. For time-sensitive verification, call the clerk directly.

Five Things People Get Wrong About Clinton County Records

❌ Myth: "Clinton County maintains all criminal records."
✓ Truth: False. Criminal records for Clinton County are held by the Iowa state repository, NOT the county. The county sheriff has only the local arrest log.
❌ Myth: "Records sealed in Clinton County are gone everywhere."
✓ Truth: False. Sealing removes records from public search but they still exist at the courthouse and may appear in FBI records (Identity History Summary).
❌ Myth: "Free 'instant background' sites have Clinton County data."
✓ Truth: False. Only the official Iowa state repository has verified, current Clinton County data. Free sites often have stale data.
❌ Myth: "The Clinton County assessor's value is what I'll sell my home for."
✓ Truth: False. The Clinton County assessor's value is for property tax purposes only — usually below market value.
❌ Myth: "All county records older than 50 years are public."
✓ Truth: Partially false. Public-records rules vary by record type AND state. Court records and deeds are usually older-public; vital records remain restricted longer (often 75-125 years).

After the size of county government increased, the Exchange Hotel was used for additional space. Eventually the name of the town changed to Dewitt and a second courthouse was constructed in 1854. This building was 40 by 50 feet and cost $6,000. Political pressure from Clinton resulted in moving the county seat to Clinton in 1869.

Frequently Asked Questions

How do I look up court cases in Clinton County?
Clinton County court cases are searchable through the Clinton County Courthouse | Iowa Judicial Branch portal: https://www.iowacourts.gov/for-the-public/educational-resources-and-services/iowa-courts-history/iowa-county-courthouse-history/clinton-county-courthouse. Iowa also operates a state-level case lookup through the Iowa Courts Online system. For federal matters, see PACER.
Can I find out if someone is divorced in Iowa?
Yes. Search the court case index for the person's name in the county where they lived. Most Iowa counties offer free online case-search portals. The state vital records office also issues divorce verifications for a fee.
What's the difference between sealing and expunging a record in Iowa?
In Iowa, a sealed record is hidden from public view but still exists and remains visible to law enforcement, licensing boards, and some employers. An expunged record is treated by Iowa law as if it never happened — though FBI and federal records may persist regardless of state action. The relief process runs through the sentencing court.
Are Iowa criminal records public?
Mostly yes. Iowa's public-records law makes adult arrests, court filings, and conviction histories accessible to anyone unless a specific statutory exemption applies. Juvenile cases and sealed records are generally excluded by statute.
